WIOA Youth Programs

The Greater Lowell Workforce Development Board  provides federal and state funds to support and maintain a framework of education, training and employment services for at-risk youth 16-24 years of age. Our goal is to re-connect these youth with education and employment strategies, which will lead to a life long attachment with the workforce and ultimately economic self-sufficiency. The following programs are supported by the GLWDB in FY 2017/18:

In School Youth Programs

Lowell High School PALS Program

The PALS (Partners in Achievement of Lowell Students) Program provides structured peer support, career pathways skills, and learning opportunities that promote character development and life-enhancing values through mentoring leadership activities that positively impact the lives of participating Lowell High School students. The goal of PALS is to help lower drop out rates and support students towards graduation of High School and pursuit of College and/or a Career. Through participation in leadership activities, task force groups, and community volunteering, PALS students increase self worth and feel empowered to access support networks and connections leading to higher education and/or career, and PALS mentors learn how to use teachable moments to illustrate the values of competency, connection and commitment.

Out of School Youth Programs

Middlesex Community College/Career Center of Lowell, Career Pathways Program

For over fifteen years Middlesex Community College has operated the highly successful Out of School Youth (OSY) Development Center on the Lowell campus. The OSY offers highly supportive classes to prepare students for their HiSET Exam (formerly known as GED), career assessment, employment skills development and preparation for college and/or employment. The OSY operates year-round with rolling admission, allowing flexible enrollment for students ready to commit to their future. Services are available for students between the ages of sixteen and twenty-four (16-24), who reside in Lowell and surrounding towns and are not currently enrolled in school.

In FY 16 the MCC OSY Program will partner with the Career Center of Lowell to provide a comprehensive program that prepares students for college and/or the working world. Students between the ages of 16-24 are invited to participate in the program which provides the following four components to students who are motivated and committed to changing their future. The program consists of the following components:

  • HiSET (formerly known as GED) Preparation and Testing
  • Job Readiness Training
  • Paid Work Experience
  • Certificate Programs in Healthcare, IT, Finance, and Customer Service

Community Teamwork Inc. YouthBuild

YouthBuild is education and employment training program that specifically prepares out-of-school, low income youth for careers in construction, culinary arts, and early childhood education. The program helps young adults identify their education and career interests, develops an Individualized Employment Plan (IEP), and provides the necessary supports to help young adults achieve their goals. All program participants have access to the core components of the program, as well as specialized occupational skills training according to their individual interests and capacities. These supports will enable participants to achieve outcomes in the key WIOA performance measures of placement in employment or education, attainment of degree or certificate, and a measurable gain in skills
